Franklin (Sonny) Cline is a Physician Associate with over 23 years of experience in medicine. The first 7 years he spent in family medicine and emergency medicine with the next 16 years in primary care and psychiatry. Sonny co-founded Sacramento Medical Oasis in 2010 with Dr. Ron Risley. This was a private practice that offered services in both psychiatry and primary care. The practice closed in early 2022 after Dr. Risley retired. Sonny then opened Sac Med Inc. with Dr. David Fakhri. Sonny has worked at a variety of community health facilities over the last 23 years in Sacramento, California, including Human Resources Consultants, Inc. (HRC), Transitional Community Opportunities for Recovery & Engagement (TCORE) and Turning Point Urgent Care. He served as president of Medicine and Beyond, a nonprofit organization that provides medical training and care in Myanmar (Burma), for 15 years.
Sonny is a guest lecturer at Stanford Medical School, UC Davis Medical School and Monterey Bay State University PA program. He has trained medical doctors in Myanmar and supplied written protocols and curricula for ongoing education to primary care health providers throughout the country of Myanmar. He has served as keynote speaker at the University of California, Davis white coat ceremony, the Stanford PA program graduation and a psychiatric/oncology conference in Yangon, Myanmar. Sonny has become a regular lecturer at CME conferences such as CAPA at Napa and CAPA statewide medical conferences among others. Sonny serves on the teaching faculty for Janssen Pharmaceuticals and lectures throughout the United States on multiple topics. He also mentors students in the next generation of medical practitioners.
In addition to his work with Medicine and Beyond, Sonny volunteered for CAPA (California Association of PAs) for 7 years as the chair of the Political Action Committee (PAC). He worked directly with the state policy director and testified on health care issues to the California State Legislature.
Mr. Cline received his PA degree from Stanford Medical School in 2000, an MA degree in Psychology from the National University of California in 1993, a Master of Divinity from Asbury Theological Seminary in 1989, and a BA in Sociology from Mississippi State University in 1986.
